When Child Protection Services Gets Involved: Know the Stages, Know Your Options

When child protection services get involved, it will feel frightening and overwhelming.

It’s important for you to clearly understand two things:

  • This process is very serious at every stage.
  • Even near the end, there may still be narrow paths to get your children back.

Don’t give up. Understanding these stages helps you act, instead of giving up.

The Four Main Stages

  1. Family Enhancement Agreement
  • When the family agrees to work with child protection to address concerns.
  • Goal: To keep the children safely at home.
  • This is where you often have the most flexibility and options.
  1. Supervision Order
  • When the court is now involved.
  • The children may stay at home under court‑ordered conditions.
  • Your choices here can move you toward reunification or toward removal.
  1. Temporary Guardianship Order (TGO)
  • The state becomes the child’s temporary guardian.
  • Children may be placed in foster or kinship care.
  • There is still a structured path to work toward getting them back. IF you follow the plan and timelines.
  1. Permanent Guardianship Order (PGO)
  • The state becomes the child’s permanent guardian.
  • Most parents believe this is 'game over' and stop trying.
  • While it is very serious and often treated as final, there may still be limited options in some cases, which is why getting legal advice as early as possible is crucial.

Is PGO Really the End?

Not necessarily, not always. In some situations there may still be:

  • Limited legal options to ask the court to reconsider in specific circumstances
  • Short timeframes where applications may be possible

No one can promise results at this stage, but there is a difference between “difficult” and “impossible.” Many parents never hear that difference explained.

What You Should Do

  • Identify exactly which stage you are in.
  • Get and read your documents; ask questions until you understand them.
  • Treat all conditions, programs, and court dates as non‑negotiable priorities.
  • If you are anywhere in this process, especially at TGO or PGO, speak to a lawyer as soon as possible.
